FULL TEXT: Cincinnati, Aug. 5 – Mrs. Kate Webber was arrested yesterday on complaint of the Ohio Humane Society on the charge of torturing a child. The authorities were informed by neighbors that she had held the thumbs of her four-year-old son, Albert, on a hot smoothing iron. Mrs. Webber said she had not intended to burn the boy very much, merely enough to break him off sucking his thumbs.
